How do you change an icon in widows xp?

I read about clicking the %26quot;change icons%26quot; button to change it, but what if that is not available?How do you change an icon in widows xp?
You can only change the icon of a shortcut, not the program itself.

i think you can only change icons of shortcuts, not the icons of actual files. if the option isnt avalable its probably an actual file or program you're dealing with. you could always move the file to 'my documents' or something and create a shortcut to it and change the icon for it that way.
